California halibut fishing and limits
A flatfish with a mouth full of teeth, lying buried in the sand waiting for something to swim over the top of it.
California halibut regulations
Five fish applies south of the Point Sur line, which is all of the Bight. North of it the bag is two.
14 CCR 28.15, as read on October 9, 2026. Limits, seasons and marine protected area boundaries change, so the CDFW ocean sport fishing regulations are the authority, not this page. Check them before you keep anything.
Meet the halibut
A California halibut starts life looking like an ordinary fish and then one eye migrates across its skull so it can lie flat on the sand. Buried to the eyeballs, it waits for a bait to pass overhead and comes up off the bottom to take it. The mouth is nothing like the rest of the fish: it is full of teeth and it means it.
Where California halibut hang out
Sand, which is why they turn up where nothing else does: Santa Monica Bay, the Ventura flats, the sand between kelp beds, bay mouths and the edges of channels. They like a transition, where sand meets structure or shallow drops into deep, and they move shallower to spawn in spring.
How big California halibut get
Most keepers are 5 to 12 pounds. A βbarn doorβ over 30 is a fish you remember, and almost always a female, since the big ones nearly all are. There is a legal minimum size and it is not small, so carry a tape and check the current CDFW rules.
How to catch California halibut
Drift, do not anchor. A live bait on a sliding sinker dragged slowly across the flats is the classic, and a plastic swimbait bounced along the bottom does the same job. The bite is subtle, a weight that was not there before, and the fish often chews before it commits, so give it a second before you swing.

Seasons, depth limits, size and bag limits and marine protected area boundaries are set by CDFW and change from year to year. Check the current rules for the ground you are running to before you keep anything.
California halibut cannot agree which way to face. Most flatfish species are reliably left-eyed or right-eyed; this one is split close to half and half, so you will pull both out of the same patch of sand.

Heading out for something we do grade?
This is a profile, not a scored species. Fish or Pass grades seven fish across the Bight every day, so if you are going anyway, see what the water is doing for those.
